Section 24
Not to be held without responsibility

(1) No employee shall be retained for a period exceeding two months except in the following cases:-
(a) On long leave,
(b) on suspension,
(c) If he has to be retained in his position due to being assigned to work elsewhere.
(2) Contrary to sub-section (1), if an employee is retained without being given official responsibility, departmental action will be taken against the official who has the responsibility to be given responsibility.
